问题The problem
群组治理的难点不在「删」，而在「判」。手动处理的每一次踢人，事后都很难说出依据：谁被处理、为什么、什么时候。 Group moderation is not really about deleting; it is about judging. After a manual ban it is hard to say what the evidence was — who, why, and when.
做法What I did
把判断写成可复核的规则，每一步都留记录；整个项目只有一条硬性依赖（Telethon），其余逻辑写成可测的纯函数，发布由 tag 触发 CI。 The judgement became reviewable rules with a record at every step. One hard dependency (Telethon); everything else is testable pure functions, released from tags in CI.
结果What changed
管理从「凭感觉」变成了「看记录」。副产品是一个更清楚的认知：审核工具的价值不在于封得多快，而在于事后能解释。 Moderation moved from intuition to records. The side effect was a clearer understanding: the value of a moderation tool is not how fast it bans, but whether it can explain itself afterwards.
